That's a clear forgery though. No one has ever heard of it until it showed up in the 19th century in the middle of a Russo-Turkish war amidst a wave of anti-Ottoman sentiment, and when it showed up it wasn't as the original but as a much later (18th century, supposedly).
I'd say the fact that such a cringeworthy bit of propaganda remains a centrepiece of Ukrainian national identity says a lot about the Ukrainians.
