>The definition of White has changed significantly over the course of American history. Among Europeans those not considered White at some point in American history include Italians, Greeks, Spaniards, Irish, Swedes, Germans, Finns, Russians and French.
What basis is there for this?
It's certainly not true if you go by the definition of white in the US Census. Otherwise there's the accepted Asiatic influence in Hungarians and Finns among decentralized public educators, but do we have records of private parties seriously challenging the validity of those ethnicities being white?

It was a German that first proposed that Finns were really Mongolian.

Early anthropology and early evolutionary studies were highly chaotic in this regard. There was no set definition of race because it was entirely not based in genetics but in phenotype and culture. This led to disagreements in academia that spilled over into the realm of politics and nation building. Obviously, race is hard to define even though there are some very clear cut differences. A pure, 100% Dane is very different than a pure, 100% Bantu. Of course, when you throw say, North Africans or Turks into their, things get confused, as it does when we get into race mixed individuals (IE, is someone who is 99% white but 1% black white, black, or something else?).
The advent of genetic studies in regards to race was highly hampered by political correctness. Nevertheless, we can clearly see divergences and groupings of races in population studies. The inclusion of other hominids like Neanderthals and Erectus into the formation of different human populations also lends credit to race.

The only one of those groups who have had their Whitness challenged in a court of law was finns. And they were ruled to be White. Begone with thy pseudo-history.

Our knowledge of genetics improved over time and so did our concepts.
Ethnicity and race largely overlap.

Yes that's what I was looking for. Nativism because "Latins are lazy and deceitful" is different than claiming outright that "Latins aren't white". Even with Finns the claim is based on mixing with Mongols, not that the population that was being mixed wasn't white.

The Mongols never reached Finland

Tbh Italians, Greeks, Spaniards, Irish, Swedes, Germans, Finns, Russians, and French aren't white.
