What if Greek sculptures have small penises not because the Greeks thought it looked more aesthetic or appealing than a large cock but rather, it was because the clothing and climate resulted in men walking around with shriveled cocks and everyone took this to be the average size?

Just think about it. In those times, their clothes weren't as finely made and were quite open to colder air, as a result, this would cause shriveled penises. We know too that the Spartans wore very little.

If the Greeks were so obsessed with bath houses and lived by the sea (where penises are subject to shrinkage due to water and cold), would it not be feasible that this was more the case?

Ancient Greeks did not give a single fuck about either barbarians opinions or womens opinions for that matter, whom they mostly considered sub-human. What they did think was important was the "agon", that is competition between males in both matters of the body as in those of the spirit.

This is why all ancient Greek statues are not real life castings, but highly idealised forms of what teh Greeks considered to be symmetrical and harmonious. Hence all of their statues are symmetrical, they have straight noses, are well formed, are all muscled etc.

It was the Roman hodge podge culture of at the same time vulgar realism, and copy paste laziness that ended Greek plastic arts.
