Because lots of Germans from Germany moved to East Prussia and lots of them moved to Pomerania but not many of them moved to the little strip of Poland in between. So when WW1 ended and Germany was getting shit on that little non-German bit went to Poland.

The creation of post-WW2 Poland is fascinating.

The entire country was essentially shifted West a few hundred kilometers. Germans in former Prussia were expelled, while the Belorussian and Ukrainian parts of interwar Poland were given to the post-war republics of Belarus and Ukraine.

Why was Poland so keen on taking these lands anyway?

They were inhabited by mostly non-Polish populations, Ukrainian being the most hostile. They were also poor and underdeveloped.
Annexing them wasn't only useless but also dangerous because now they had a long continuous border with the Soviet Union.

They would simply have been better as buffer states.

But perhaps more importantly, you are thinking about this in perhaps too democratic a manner, with a "one mind one vote" mindset. The elites of those areas, large landowners and so on were largely Polish (or rather Polonized). They were outnumbered by the common local population, particularly in rural areas, but those didn't really have an active part in politics until quite late.

As a side note you could say Ukraine, Lithuania, Belarus etc. tragically ended up with "decapitated" cultures, as their historical elites became Polish or Russian. If you try to look for descendants of powerful Lithuanian aristocrats from say the 18th century or earlier you will find them in Poland rather than Lithuania. They've had to forge new elites from scratch from the late 19th century on as nationalism took hold.
