It started in France, where it's clearly present by the 13th century. Other countries also developed it before the French Revolution, namely Britain and the Netherlands.
What the French Revolution did was take French nationalism and turn it into a universally applicable and thus exportable idea, and then spread it across Europe through conquest and reform. That's why for most of Europe nationalism only dates back to Napoleon.
