It would be mostly the same socially but that everything would work better. There are no such things as useful idiots; higher IQ people are better janitors, soldiers, waiters, truck drivers, etc along with their capacity for wielding higher arts and sciences. IQ is also highly correlated with EQ and openness/agreeableness meaning that everyone would be nicer and more empathetic. As a result, there would be more trust in one another and a radically different government to accomodate the needs of such a people.

Current high IQ nations at around 105 (japan, finland, korea) have dramatically fewer problems than their 100-average counterparts, though work culture issues are extremely prominent. We will likely never see a 120+ nation develop though due to the modern demands placed on high IQ peoples to find similarly intelligent people to breed with. Lack of options mostly explains the high virginity rates among more intelligent people, although lowered sex hormones also play a part.

Rarely does anyone actually work a job they enjoy. Manual labor is the same for everyone. IQ is associated with prestigious jobs only because there are so few high IQ people that qualify for them. This is a critical point about empathy that you're missing; the delivery guy or table busser would no longer just be a minion to other people

Such society would consist on single females with their offspring, and single males. Reproduction would be non-sexual and regulated by the state: males would donate sperm anonymously, then the state would filter out the bad genetic material and genetically engineer the selected sperm to avoid diseases. Females could be voluntarily inseminated in state facilities at a certain age and heavily subsidized to raise children.
Since the family no longer exists as we know it, most people would live alone in smaller homes with their cats/dogs. Virtual reality is the new drug. Suicide is legal and can be done in hospitals.

A society with an average IQ of 130 would look like nothing at all. IQ is supposed to be intellectual age over chronological age when dealing with children, but, beyond that, it is supposed to be a selection of a percentage out of the general spread of intelligence. The AVERAGE is always 100 (1:1 biological and intellectual age). If a whole society is clever, it still has an average IQ of 100, but it's 100 might be qualitatively better than another country's.

"Genius" is simply "top 2% of IQ of a given population," so it can be "smartest dumb people" or "smartest smart people.

In general, IQ is a medical/clinical term for institutional uses. It's lousy for every other use.

Raw IQ is fairly meaningless, and can go either way. Particularly high IQ individuals are also much more prone to various emotional disorders and other difficulties. Functional genius is the really the exception to the rule.

...But genetically engineering an entire generation to be both more socially cohesive and intelligent, in addition to healthier and less resource intensive, then you maybe onto something.

Granted, it could easily go the other way. Some evil nation may make a race of docile consumer-slaves, as it seems so much of society at large has already dedicated itself to producing without said. Additionally, as the biotechnology improves, the dangers of artificial genetic homogeny increasing species-wide vulnerability to weaponized viruses grows, and of course, all the potential Gattaca'esque social pitfalls and the like.

Well, one would assume modified babies would be slowly introduced, so that most of such problems would be avoided and dealt with as the methodology progressed. Then again, one insane nation might get ahead of everyone and release some sort of airborne CRISPR retro-virus that warps everyone to their liking (and given the nations making the quickest progress in that research - we may also all wind up Chinese).

Though, even if things are introduced over time, yes, there is always the risk of us jumping the gun to one degree or another, and finding problems cropping up generations down the line we did not foresee. ...and if our current projects on other creatures (and the sudden lack of honey bees) tells us anything , it's that if there's a profit motive involved, that's entirely likely.
