I just recently bought this German pin from an antique seller. Can anyone enlighten me as to the year and what this represents.

That's a Final Solution Badge, it's an old SS award for extermination of Jews. It is extremely rare, only 278 were made and were given to notable high-ranking SS personnel in charge of death camps.

The Bundesrepublik's flag should have given that away. Reich insignia would be black, white and red and would sport a swastika.
I know this is a pin from the Soviet Union but the year is bleak to me. I'm guessing the number represents the rank?

Blatant fabrication. Turns out that former SS officers who were awarded this badge infiltrated the ranks of KSK after the war. To fool everyone they started wearing those badges on their berets so people would forget it's a Nazi badge. Not many people know this.

This is an order of Marshal Zhukov. It was awarded to commisars for shooting retreating Soviet soldiers. This one is an order of 3rd degree and it was awarded for shooting minimum 3 soldiers.
