I don't think Wagner was trying to engender nationalism with his work, but this was the function of it. The man himself was probably trying to make rent and possibly convey a moral tale. The attitudes of the era certainly show, but as the other anon said these were commonplace.
It's likely his works will forever be stigmatized as an Nazi propaganda, it certainly worked to that effect. Hitler idealized these operas and all things classical antiquity.
