This scenario probably involves about fifteen nuclear bombs being used, so a lot of Allied soldiers suffer from short and long-term effects of radiation. Japan today is much less developed than in our timeline despite rebuilding and likely more resentful of the West.

Hurricane happens, navy & airforce manage to force US plan to switch from Operation Downfall to continuing and expanding on Operation Starvation. Millions of Japs starve to death, Soviets take most of Korea, Kyoto and other cities get nuked, Japan most likely either surrenders or suffers complete societal collapse in '46. All in all nothing of value is lost.
invasion or not Japan would have still lost the war it would only take a year or two before it finally capitulated. instead of one or two nukes the US and Soviet Union which was also at war with Japan would have saturated Japan with non stop air raids until it surrendered. China which was very angry for the atrocities of IJA would have also declared war on them.

The U.S. didn't have 15 nuclear bombs by the time of Olympic. They would have had about 6, and might want to keep some in reserve.
