They have a decent territorial defense army that is able to operate effectively in the russian sphere of interest (central asia, eastern europe) when the enemy is inferior and recieves no or very limited 1 world help.

Russias military Performance in the Chechen-Wars indicates that they would struggle to overrun the balkans, poland and the baltic states (without NATO intervening) but they would fail against serious opponents like the french and british army or the German army with a few years of apropiate funding.

Even if they overrun the former soviet satellites in eastern europe they wouldn't push much further. The eastern euros hate their Guts so the Russians would have to muster a huge garrison to even secure their supply routes.
