I've often wondered if perhaps some animal like the 'dragons' in OPs pic did exist and were spotted on rare occasions. Maybe those who reported back described a snake/lizard-like thing, with a frilled neck/vestigial wings badly or were drunk and/or exaggerating. This may have captured the imagination of various bards and illustrators who told tales of 'dragons' and drew scary pictures of them, further embellishing their design and legend.
