This allows us to establish what constitutes a dictatorship. If unilateral decisions by a head of state are charateristics of dictators, then since Obama isn't a dictator, we can agree that there's a spectrum. That being a dictator is not binary. We can now try to pinpoint Franco on this authoritarian spectrum. Restricting the debate to absolutes is unwise.

Is a dictatorship always bad? Is not a benevolent dictatorship preferable to social chaos or civil war? Look at the Spanish miracle. The year before his death Spain was 8th biggest GDP, 2nd highest growth rate after Japan etc.

The Spanish Civil War ended in 1939 and Franco became a great ruler only in the 60s when he implemented free market reforms and gave administration to Opus Dei Technocrats.

[11] After the victory of dictator General Francisco Franco, Freemasonry was officially outlawed in Spain on 2 March 1940. Being a mason was automatically punishable by a minimum jail term of 12 years. Masons of the 18º and above were deemed guilty of ‘Aggravated Circumstances’, and usually faced the death penalty. [10] The suppression of Freemasons in Spain continued for 39 years until the dictator's death in 1975.
