They require extensive education reforms, and not a single political party is willing to implement them, heck let alone consider them.

Half the workforce is working for the state or state owned enterprises. Unemployment is sky high. But relaxing employment laws is political suicide.
Subsidies for foreign investment.
Red tape out the ass killing small and medium entrepreneurship.
Why? So that the PM can take pictures with Arabs and Italians.
Ruling parties changed 5 years ago, and this remained the same.

The foreign policy is run by the EU and the American ambassador but the government buys Russian weapons to get votes from Russophiles.
