They should have extra weight of course, due to the population density, but too much gerrymandering bullshit split cities into multiple counties so one side can get more votes with less population.

I've noticed two distinct dialects in my region, typically one spoken by descendents of southern anglos and one spoke by non-anglos, which often has rare mannerisms picked up from the original language. Typically, Anglo descendents have a semi-distinct southern accent, though slightly different from the true southern accent many expect, while non-anglo typically speak something similar to broadcasted American English with little accent overall barring a few quirks here and there.

Overall, I think the advent of mass media is slowly destroying localized accents, and it's not inconceivable that the US will slowly lose regional accents and eventually begin to affect the British overseas in small manners as well. (Already, I've heard tales of some regions of Britain abandoning small things like "mum" in favor of "mom" and other very minor changes.)

In California an equal number of people from each party plus an equal number of independents, chosen at random from a Legislature approved list.

Then they make a plan, allow for the public to comment on it, then vote on it. They need like 60% approval and a majority from each party's representatives for it to actually pass.

They just have to keep compromising basically, so that no side dominants the map.
