No, Poland had a 1 million strong army (up to 3 million within few months of mobilization) and Germany had a 1,5 million strong army (up to 3+ million with prolonged mobilization). The problem was, that at the evening of the invasion of Poland, the Polish army was only 50% mobilized. 600,000 Polish troops against 2,000,000, Nazis and Soviets. Poland had the 4th largest army in Europe.

Until the modern/ pre modern era thats a pretty typical thing. One of the characteristic things about Greek hoplites it that you could have a rich guy standing next to you in the phalanx in full gear while you were wearing substantially less.
Its really a modern concept though that the state pays for arms. The Roman army supplied its soldiers with arms and armor, but even then individuals still had to pay for it.

Essentially yes. In Rome you had to pay for your own equipment, not to mention things like food.
Although the Roman army was substantially more organized than many of its counterparts. Roman soldiers even got paid (wowzers).
Consider though that this isnt exactly like the worst thing: financing your own arms and armor is sort of like an investment, which will be made back upon a successful campaign. The real money to be made comes from pillaging and booty.

According to the archeological record, there is far more prevelance of Lorica Segmentata the closer to the manufacturing base of the Meditteranian and roughly one third of the army used it at its height of use. Scale stepped in to replace it as the armor was phased out of use due to being too fragile to wear during large marches.

Even at the height of its use it was still only used by a minority of soldiers, it was probably much less than a third of the army as most of those suits would have been needed for replacement pieces. Plus consider that only the most sophisticated Italian manufacturing centers could produce them, they were probably in critically short supply on the frontier.
It was probably reserved for elites or shock troopers while the common rank-and-file made due with their chain shirts and lorica hamata.

I'm not denying the existence of Lorica Segmentata, it's just that both columns depict it as ubiquitous when in practice that was hardly the case.
And Trajan and Marcus both belonged to the same dynasty and both ruled around the time Rome was at the peak of its power so yes, their armies would have had the money and resources to invest in more sophisticated suits of armor for their legions.
