Anyone else ever notice how providential it was that so many wars happened when they did?
Imagine if the U.S. Civil war didn't happen until the next election. Think of the technological changes that happened over the next four years. You'd have widespread use of repeating rifles, dynamite, large ironclad navies, mass produced Gatling guns...
Even the technology at the time lead to the deaths of 8% of the male population. Imagine if the weapons were 4 years more deadly.
Or heck, what if WWII happened a few years later? Before the war ended, everyone would have atomic bombs, and no compunction against using them. Imagine London and Stalingrad, and Dresden getting bombed, not with air raids, but with an atomic bomb?

And the American Civil War had no affect on the invention of dynamite, nor technology that was already in the process of being integrated before the war broke out, but wasn't fully used, like repeater rifles.

One of the reasons those technological advances came to be was because of the war. War pushes Scientific development along because of the demand for newer weapons. The power of the Gatling gun wasn't realized until after the war, if the war hadn't brought attention to it then it would remain sort of the same. Russia was busy with 5 year plans, why focus everything on tank development unless they are under invasion?

and the resources allocated to that increased by several orders of magnitude during the war. Jet engines tell a similar story.
Had repeating rifles been available in the Civil War the main difference would have been that the battles would have been over quicker. Being able to shoot quicker isn't going to change the number of participants on the battlefield.

The reason why weapons are far more deadly in the years following a war is the sheer amount of labour and resources put towards developing deadlier weapons out of necessity during the war.
