Neither Franz Joseph nor Nicholas II were ever worshiped as deities on Earth, and both, in fact, were suffering significant difficulties in consolidating their power prior to WW1. Nicholas was nearly disposed in 1905. In fact, you could almost say WW1 provided the best excuse possible to rally the disparate populations of these fragmenting empires. Nothing beats a war in terms of propaganda potential, and the Great War was the biggest one thus known to man.
