Almost every pre-gunpowder society used them in a very limited extent. Dogs were used primarily to help reconnaissance forces, not to send them trying to bite enemies to death.
If dogs were bred for size and power would we ever have been treated to scenes of dogs biting off horse heads?

From my understanding they were mainly used for tracking, recon, and pack mule roles.
I believe there was a Soviet attempt during WW2 to strap bombs on doggos to have them run under german tanks. It was short-lived because the dogs would run under the Soviet tanks as well.
