Before Mongol Empire came around Europe was technologically behind both Middle East and (especially) China. But these parts of the world were ravaged by the hordes - China's progress was massively slowed down, and Middle East, after razing of Baghdad, was never the same. Western Europe came out of Mongol Conquests practically unscathed, which let them catch up and surpass the rest of the world.
