It wasn't, Bohemia is a kingdom since 1212 when Friedrich II. and the Czech king had a bromance. Czechs helped him to defeat Milano and to elect him emperor after which Friedrich made Bohemia officially a kingdom. Bohemia was a part of the HRE long before that.
