It wasn't the case that he pulled a lever in Whitehall and millions of Indians does in Bengal. Running the Empire was a logistical and bureaucratic challenge at the best of times, let alone while fighting a total war global in scope. It was more the case of him ignoring that particular issue in favour of prioritizing others.
