What was the world's most dominant empire?

While British empire was largest empire ever and factory of the world, it always had rivals that could rival it (first france, then germany and at last US).

If that the case, then why hasn't it taken over the other?
Most of the US's power comes from its economy, and let's it ambitions for dominance be faulted by countries with very little in natural resources in comparison. America is simply terrible at exerting it's dominance on the world, and in that respect, it will never be like Rome for as long as this continues.
