1) Because Augustus likely had records destroyed, or his line had it done later.
2) Time. We have less that 1% of what was written. Even if nobody sought out to destroy it, these things don't often survive.
3) It's not like people were lining up with wax tablets waiting to carve in his every word while he gave this insane speech during massive crisis and turmoil.
