Such states arise under specific circumstances, if it happens it happens. External factors play a role as well. If it's beneficial to a powerful state's politics to encourage (and fund) the creation of a new country, it can happen and it has happened in the past.
Step one: Decide you want a country somewhere
Step two: Fund the local ethnic majority to rise up and give them supplies for justice and liberty and shiiet
Step three: They have a war of independence
Step four: Congrats, you've got yourself an allied/buffer etc. country.
