All I know is that the Chinese were paranoid of a Soviet invasion, so inner Mongolia probably had more military posts.

Mao also had the idea of setting up industrial infrastrusture away from the coasts, to protect from foreign invasion. But I doubt much was done in Inner Mongolia.

Communism became popular among East Asian cultures because of their collectivism and influence on sacrificing the individual. Its a pretty good fit, honestly.
