How exactly is this degenerate? It was a lofty ambition and one that may have possibly benefited the Italian States as a whole. Cesare lived in the beginning of the Italian Wars, which saw the great powers of Europe fight over political leverage and sometimes even the independence of the Italian polities. All of which was both caused and facilitated due to the division and rivalry of Italy.

No definitive proof of this. Only one who could be said to be murdered by Cesare was Alfonso d'Aragon, and that was likely due to court politics

It was a desperate bid to regain power and keep the flame of his ambitions alive. Nothing "degenerate" about a nobleman attempting to maintain a power-base so he can further pursue his dreams, especially if that dream is that of political unity. He almost succeeded in capturing Viana, too.
