I'd say just the opposite must happen.

1) Do away with Vatican II as necessary and proper, but more importantly:

2) Stress the tradition and continuity of the church. Not just "muh apostles", but its impact on Europe/America, its history at all levels (From the local to the continental).

3) Catholic churches should be patrons of the arts and sciences AT ALL LEVELS. The Vatican shouldn't be the only one putting in the work, all levels of the clergy need to emphasize this.

4) Move away from the Middle-East. Focus less on "muh Israelites", more on the lives of Saints (the official lives of them of course) and the morality, messages, and philosophy they carry with them. This leads to:

5) Create a secular backbone that can be used to reinforce church philosophy. Secularism isn't going to stop gaining power, and the church can either continue to cave (and continue to lose) or it can adopt a stance that does not combat secularism. This is not to say that the pope should replace his tiara with a fedora and ditch God, but rather adopt a backbone philosophy that doesn't REQUIRE God. Buddhism, Taoism, and Confucianism all do this, Christianity needs the same. I should be able to show tangible and reasonable reasons for being a Catholic that don't require "You'll go to hell if you don't". The next life is all well and good, but it's worthless without this life.

6) Stop caving in to the demands of outsiders in an attempt to convert them. The edgy liberals who say that the pope could feed Africa if he sold his chair will NEVER convert by appealing to them. The fedora tippers will NEVER convert no matter how much you say "b-b-but Galileo was put on trial for being a dick, not for astronomy!". All appeasement does it alienate your own supporters and make your own position look flimsier. This is the shield to #5's sword: Have reasons other than "Heaven or Hell" to bring people in all the being stern (Yet not dogmatic) in the truth.

1. Undo Vatican II.
2. Go back to the historical way of building churches, at least as much as is possible.
3. Focus on tradition - the world changes, the church does not. This gives people something to hold onto in an ever-changing world, a sorely needed constant and a consistent morality.
4. Stop with the whole "every religion is the same, we just need to be peaceful and stuff". Doesn't work, at least with some faiths.
5. Stop yielding power to secular institutions - make it clear that there is only one equal to the pope, and that is an emperor. Since there is currently no Roman Emperor, the pope rules supreme.

In short, undo the last few centuries of nonsense the church went through.

And then there's a few knightly orders still sticking around with small, but good, martial departments.
And, of course, there's over 1.2 billion Catholics in the world, even without counting our Christian brothers in the other churches. Many of them have served or are currently serving the military. Should be enough to train the rest.

There's military bases in Turkey on this side of the Bosporus, where additional military equipment could be captured. Should at least be enough for a Guerilla war. Alliances with the PKK could also be secured, Kurdistan is on the other side of the Bosporus.

There are almost 15 million people living in Constantinople alone. Think about that.

The point is, no government will allow millions of its own citizens to illegally take up arms and flock to the Bosphorus to declare war on another sovereign nation. If the Vatican actually tried to initiate something like this it would be sanctioned so hard and so fast it would collapse.
