The Soviets had far more men and equipment than the Germans did, allowing them to buildup large numbers of forces across the entire front.
Bagration was part of a larger strategic operation that spanned the entire front. The whole buildup to Bagration was paralleled with the most elite troops stationed near Lvov in a manner that would attract the attention of the Germans. The idea was that the Germans would (rightfully) see that the main push was coming at Lvov and divert forces away from other fronts to defend there. This left the salient in Belorussia very lightly manned and unable to respond effectively when Bagration was launched. The Soviets had enough men to launch assaults on defended points to hold down the enemy while sending other forces around to encircle them. This was aided by Soviet air superiority, which allowed bombers and shturmoviks to target retreating columns at various choke points to slow the retreat.
Once Army Group Center began to collapse, the Germans diverted their attention north to stop the front from collapsing. As they started that, the Soviets launched the Lvov-Sandiomerz Offensive, where their original buildup had occurred. This offensive struggled more than Bagration, as it ran into well prepared axis forces, but it succeeded in securing a bridgehead on the Vistula, which was the overall goal for the Soviet summer offensives for that year.

This isn't wrong, but it understates the level of operational superiority the Soviets had by 1944. Their ratio of force to the Germans was WAY higher in the axis of the offensive than it was for the overall front, and generally would be whenever they made major strikes into the German lines.
