As far as language goes I can tell you something about this one, this poster's text was written in the Japanese alphabet for sound spelling, indicating it was intended for children who did not yet know the more complicated correct alphabet.

Certainly less. I think it has mainly to do with the fact the war was waged on the national soil, and the aim of the posters.
That the war was near made it look much more grim, and harder to glorify when so many civilians could tell about what it was like. Also that the british empire was mainly aiming for vounteers with their posters, while france was looking for money.
