You don't understand how budget structuring works, if oil export constitutes half of your income, you base your budget on projected future prices. Then if you experience an oil crash you're suddenly neck deep in deficit especially if you're drowning loads of money on the military waging a brutal conflict abroad.

There were multiple reasons, oil prices certainly helped. Bad managment that was next to impossible to fix was also a issue thanks to almost no one in the union wanting to fix the problems because muh benefits. The afgan war was also a big decade old drain on the coffers. Plenty of the soviet states were also not that keen on being part of the iron curtain and when things were going down the shitter they wanted to be in it even less.

Don't forget that economically, Russia subsidized most of the other "republics" in the U.S.S.R., and that a lot of the core Russian population wanted to be rid of the others.

Poor management on top of flawed system. The elites became regionalized as soon as they realized how weak the center was. The Soviet Union was also too weak and flawed to survive the attempts to save it. Also annexing the Baltic countries came to bite the Soviet UNION in the ass.
