Depends what you mean by soviets. If you mean the actual institution of local workers assemblies, then he wouldn't have been worse, but better is an overstatement.

If you meant the Soviet Union, then it's hard to say. Trotsky was a better administrator than Stalin, and the economy would probably have not been inducing starvation under his rule. He would not have brutally purged the army without competent officers to replace the purged. He would not have alienated the socialists and a good part of the communists of the second international by trying to directly impose his views on them; he would have tried to use them as long as he could.
He would also have tried to support other revolutions, like the chinese's, or the Spanish one if it happens in this timeline.
So the Soviet Union would initially become a stronger force under his rule. But that very success might have brought its end. If the KPD doesn't fight the SPD more than the Nazis, then they might prevent Hitler's rise, which doesn't break the alliance between European capitalists. If revolutions happen in China, Italy or Spain thanks to his support, it might just start WWII with Germany, France, the UK, the US and Japan all on the other side.
And the Soviet Union would be reduced to siberia and the Ural.
