Stalin suffered from Schizophrenic paranoia later in life, due mostly to plaque build up in his brain. Prior to that, he was simply a man that was willing to do whatever he needed to, in order to win conflicts and protect his position, just like Hitler, just like Churchill, just like Roosevelt. The only difference being, he wasn't bound by law or popular approval, during and after the war.

These people aren't insane. World leaders don't think in terms of individuals, right, wrong, etc., and must not, given the gravity of their position. They must thing only in terms of groups, trends, patterns and possible outcomes. They must not think like little people.

According to the above source it states "At the beginning of 1953 the total number of prisoners in prison camps was more than 2.4 million of which more than 465,000 were political prisoners."

This source states "According to Soviet records 381,067 German Wehrmacht POWs died in NKVD camps."

Therefore the majority of Gulag Prisoners were not German POWs as there were still many more gulag prisoners that remained in the camps before the german POWs arrived.

Additionally Stalin issued Order 270 issued in 1941 effectively banned Soviet soldiers from surrendering in which Stalin stated: "There are no Soviet prisoners of war, only traitors."

Even though more German POWs were imprisoned in the Gulags than for mer Soviet POWs it is appalling that Stalin imprisoned these men who despite surrending still fought against the Invaders before being captured and were sent to camps that were just as worse as the German camps the few who did survive had to endure.

So even though the number of German POWs imprisoned was great it didn't exceed the number of Soviets already and subsequently imrpisoned in the camps including the prisoners, former soldiers, and political dissidents.

Don't forget that Gulag system was meant for prisoners of all kinds - both political and criminal. The post-war USSR had to deal with great threat from criminals and ex-nazi collaborators in baltic countries and Ukraine.

Not just "in camps".
The filtration camps were established under control of SMERSh and their main idea was to be the place of temporary detention of POWs while the investigation of their fate was going on. If you were in the concentration camp, you could know about rats, collaborators, spies disguised as freed POWs. The filtration camps are not a crime, but a neccesary, demonised by perestroika and post-perestroika writers.
The mechanism of spy infiltration through POWs is well-shown in the first episode of polish Stawka wieksza niz zycie TV series.
