Concerning agriculture
>In agriculture, the government exerted just as much influence as it did in industrial matters. Mussolini introduced the "Battle of the Grain" in 1925, which aimed to make Italy self-sufficient in foodstuffs, a quality that would increase the prestige of the Regime, while at the same time taking necessary precautions for the coming war. It was one of Mussolini's more successful propaganda efforts, as grain imports lowered considerably. However, the concentration on grain shifted focus away from other crops, restricted lucrative exports, and benefited only large landholders, who were allied with the government and better suited for such changes. Many small landholders fell into debt and eventually lost their possessions.
> During the Depression, these unfavorable conditions only worsened. Tensions caused serious strikes and some violence, and this disorder led the Fascists to institute a "ruralization" policy, which would stem the movement of people from rural areas and smaller cities into the larger urban centers of the peninsula. The Fascists hoped to decrease the number of poor and unemployed in the cities, but in the end they were unable to control the masses of people entering the cities, and urban areas continued to swell even after the Regime had fallen.

Economy was improving before he got embargoed to oblivion, he was well liked before he joined up in WW2, and he could've achieved his war dreams if he hadn't jumped the gun because of Hitler's plans.
