Do any of the accounts of him being absolutely insane and sadistic have any actual merit? The beginning of his reign saw praise on his behalf for being wise, noble, and just. What happened? Did he really lose his shit?
The aristocracy liked him at first because the he wasn't a dick to the senate like Tiberius. Once he stopped sucking senatorial cock they made up all kinds of fake news about him.
Both Caligula and Nero were demonized. For example. When Rome burned, Nero wasn't even there, but he was still blamed for it. Caligula wanting to make horse a senator was another thing. It was meant to be a joke, like "my horse would do a better job than you senators", but historians took it literally.

Roman historians were greasy as fuck, they constantly rewrote history to match whatever their patrons (like a sitting emperor or consul) wanted. Keep in mind "being a historian" was a new thing, in that at the start of the Roman Republic, there basically wasn't such a thing as historians, it was several hundred years into Roman history that eventually Rome became prosperous and cosmopolitan enough to make history-keeping a thing (but by that point, historians had to rely on rumors and legends to write things about what came before them). It took even longer before people decided maybe historians shouldn't be huge liars.
