Import original flag into photoshop, click Layer menu -> New Layer. Draw a dick, draw a cockroach, draw ejaculate shooting from dick onto the cockroach. Write "ALL ROACH MUST DIE" and "YOU ARE WORST TURK" and "CRUSADE WHEN" in the same color as the ejaculate. Filter menu -> Blur -> Radial blur, center it on the dick, repeat x 3, then go to the Layer sidebar and click Opacity and drag the slider down to 0%. Flatten image.

Voila.
