Venetians have a long history of skating by under the political hegemonic or direct overlordship of Europe. Medieval Venice leading up to the fourth crusade it was the "Byzantines" and after the fourth crusade they enjoyed some independent power. But then.You had the HRE swoop in amd become their overlords, even Austria directly conquering Venezia, Friuli, and Treviso proper

Kind of considering long lasting STABLE government, because although the dynastic system lasted the longest, no dynasty ruled peacefully over china for the amount of time Venice was a consistent democracy.
