Why was the CIA so heavily involved in South America?

to keep competitive powers forming on the american continents, power centralized on the USA.

I'm not a commushit but I thought it was pretty interesting and impressive that Allende built a bunch a computers and networked them in order to make a planned economy.

How come Soviets didn't do something similar?

The CIA presence in SA is just an extension of an American policy towards latin America that can be traced back to the Monroe Doctrine.

US nation security has been sensitive towards foreign powers establishing itself in the Americas. It used to be the colonial powers of Europe and then it was Soviet Communism.
