I would assume the shortest would be someone in Southeast Asia. The Mongols were slightly taller than the other Asians in the area so not them but i'm sure there's some Khmer Emperor called "the Great" or something like it.

"veliky" can imply both, though in my experience through personal interaction and media, "veliky" is rather rarely used for "large", as opposed to the most common usage of it for "powerful" or "distinguished/dignified".
"bolshoy" however only means "large"
