Or did they? Prohibition may have failed, but alcoholism before and after prohibition were treated fundamentally differently.

They attempted to use prohibitionism to talk about the domestic abuse suffered by women without going all out about it. Noble, but ultimately damaged their reputation for a couple of decades.

In political terms they were useful for posturing but very rarely did any level of Government actually pursue the law as they should have.

The agency that was supposed to be stopping the influx and distribution of alcohol was woefully underfunded. So they couldn't make it expensive enough for crime to not draw a profit.

In the present day war on drugs the level of sophistication on the illegal parts is so high that no amount of money or manpower can really pull off removing it. They'd be better off improving quality of life so that people don't feel compelled to abuse.
