If you are studying ideological phenomena and are trying to understand the historiography behind something like the concept of nationalism you need to remove your inherently modern perspective from your analyses and understanding of the past. The concept of the sovereign nation state and therefore the phenomena of nationalism is a product of the enlightenment and 19th century revolutions. Particularly the French Rev., the Monarchist reactionaries, and the more overlooked 1830s Revs.
You can't assume that a man unifying various Germanic Tribes in the face of Roman conquest is a "nationalist" if they aren't even a state akin to a kingdom. Let alone a region with complex kinship ties and tribalism.
He is hardly the first. Vercongitorix attempted to do the same thing in unifying various Gallic and Celtic tribes in the face of Caesar's conquest of Gaul
