Yes, exclusively. This might actually be the difference between them.
They might be the same in a country that's nearly homogenous, but not in a multiculturalist one.
For example, Whites and Blacks and Mexicans can be Patriotic Americans, but Whites, Blacks, and Mexicans all have their separate nationalist movements.
