There were a number of Roman Emperors who never even set foot in Rome; furthermore, there were times when the capital of the Empire was some other city other than Rome, such as Constantinople, Mediolanum, Ravenna, etc.

By late Antiquity, the Imperial Roman identity was not dependent on the actual city of Rome, which had long declined in importance.
