yes, that's generally necessary to start the war but the war itself is an acceleration of the change. That's kind of the entire point of them, to solve a international scale issue in a semi-decisive manner.

I'm not really sure about the acceleration of the change. What it does do I think is that it 'cements' or hardcodes the changes with the majority of the people who were involved.
