No, his problem was trying to make his soldiers take a pay cut.

Something like %80 of ancient Rome's budget was swallowed up by the military. In an age after the Antonine Plague, Rome was seriously strapped for money and Commodus had blown most of it on lavish spectacles.

He needed to find ways to trim the budget, and when he refused to give the Praetorians a pay increase, they murdered him and auctioned off the throne to the highest bidder.

That royally pissed off the military, who staged a coup and seized power under Septimus Severus and the Illyrian Emperors, who could only barely keep the lid on things until they spiraled hopelessly out of control.

Although he was competent, Septimius Severus royally fucked the empire by giving the army huge pay rises and generally setting the stage for the crisis.
Caracalla was awful, the Edict of 212 was a huge mistake that resulted in very few Romans joining the army decades down the line, and the reliance on barbarian federates began
Honorius much later was also absolutely terrible.
Agruably Diocletian's tetrarchy weakened the empire in the long run.
