If you're just taking about Mesopotamia, then Elam. It's contemporary with Sumer but tends to be ignored. There's also the 'Kish civilization' in Syria after 3000 BC, including Ebla, Mari and Nagar.

Urartu is pretty late, it comes before the Romans and slightly before the Etruscans and classical Greeks but there are tons of older civilizations
Either way outside of Mesopotamia proper you have:
Hittities and Luwians in Anatolia rising around 1700 bc
In Greece you have
Minoans in 2300 bc and Myceneans around 1700 bc
in India you have the Indus valley civilization rising around 2600-2500 bc
In Egypt and North Africa you have the Egyptian civilization around 3100 bc or earlier and the people of what is now Sudan who already built cities around 2000 bc, then you have Ethiopia whcih starts to develop a kingdom around 700 bc so pretty late
In South America there's the Caral civilization which develops around 2600 bc
in Italy you've got the Nuragic civilization starting from 1700-1600 bc and the Etruscan civilization starting around 750 bc
In China you've got the Shang dynasty around 1600 bc
