Yes, at very close range (20 yards), if they get a good direct hit (not a glancing blow) and if the plate in question is pre-16th century.

Hohoho my friend, longbows can peirce anything. They can even peirce buildings. Jet fuel cant melt steel beams, but a heated arrow shot from a longbow can. There were no planes that crashed into the towers that day in september, but 2 arrows shot from longbows.

depends on what the plate is made out of. it'll puncture iron if hit evenly.
