Hayes or Fillmore probably. Arthur's problem is more a combination of the fact that he did well at his job, helped the fight against corruption (ironically of course given his origins; Garfield's assassination changed him though) and generally governed ably with no big issues foreign or domestic flaring up leaving the White House a very popular figure who died not long afterwards.
You can kind of compare him to Antoninus Pius in that respect.
The other thing working against him is the belief that the Presidents of the Gilded Age don't matter as all were nothing but cheap suits compared to the industrialists, capitalists and political parties.

Honestly, Chester A Arthur was even more irrelevant.

Being a historical footnote doesn't make you relevant. Arthur's a pretty important president if only for the Pendleton Act and the creation of the Civil Service Commission which, while only covering a small percent of government jobs, helped deal a large blow to patronage.
