Yeltsin would likely be contained by Gorbachev if the coup never took place.
The first half of 1991 was a good time for Gorbachev who seemed to finally start to manage the mess that erupted in 1990. The referendum in March of 1991 gave a great boost of legitimacy to Gorbachev and strengthened his position. Even Yeltsin, who won the election for the president of Russia in June 1991, became much tamer. Had the new union treaty was signed, the USSR might have survived.
