This isn't really true at all. If you read correspondence between the big play makers ie the Kido Butai, the Emperor, and Tojo along with other high command officers there was a legitimate belief in that Japan would run and protect the Co-prosperity sphere but it would be Asian for the Asians and the White imperialism would end. The Japanese felt burned by the way the west treated them and wanted to set an alternative for Asian that wasn't dependent on western hand outs. This was a heartfelt belief but it was 100% also used to justify their conquests. To free East Asia it would have to be conquered from the Conquerers.

Vietnam was just a means to an end, a staging ground to pressure China from the south and to later attack the British and Americans. Plus they had the French colonial authorities to carry out administrative work.

China and Korea on the other hand were the ends themselves. Full annexation for Korea and Northern China meant they had to be brought into line in a more comprehensive way.

They knew that Empires collapse if there is no cultural homogeneity, or at least stability, so they were planning to make the more long term plan of assimilating locals (force them if they have to).

Remember, Japan had much larger plans for Korea and Taiwan. Just taking resources wasn't enough. They basically wanted to make them a land of Japanese people. Japan spent much more time building infrastructure and the government sold home and land to Japanese citizens, often in subsidized prices, to encourage Japanese families to settle there.

The resentment comes when those homes and lands were basically forcefully sold by local people for very low prices (e.g. sell your home for $100 or go to jail). Not surprisingly, when WWII was over the first thing Koreans did was drag the settler families out and beat the shit out of them with clubs and fists. Children included.

Very interesting history. You should read about the colonial period and you will realize why the two nations are not buddies. Japan thinks Koreans should thank Japan for modernizing the country while Koreans think that they had no business to be there in the first place. Oh well.
