It's just a trend amount plebs to "mock" Soviet architecture.
But the truth is, many of these places were destroyed in ww2, and America would look exactly the same if their economy had collapsed in the 80s.
The only thing "ugly" about Soviet brutalism is that it isn't renovated and maintained. If you switched out the windows in pic related for a uniform glass front, and repainted the facade in white everyone would say
